Below are some guidelines that all referees are expected to adhere to:

» Attend the Referee's Meetings. These are to be held every 2nd and 4th Monday of the month from 6 P.M. to 7 P.M. at Schaefer Elementary School. 

» You are responsible for all games that you have signed yourself up for. If you have conflicts, arrange for your replacement immediately. Give yourself as much lead-time as possible to find your replacement. Please advise us of the change. If you are unable to find a substitute, after calling at least 5 referees, call or email Nick and let himn know which referee's you have already called, so they do now call the same ones.

» You will be paid at the referee's meeting. You must turn in your signed game cards (available from the referee coordinator or scheduler, or on this website), and your pay sheet, (also available at this web site) at the referee meeting. You will be paid for the games you turn in at the next meeting. Keep your pay sheets current and in order, you are responsible to keep track of your own games.

» Each referee and assistant referee(s) will have their own game card for each game, 3 ref games only need the center to have one.  Please make sure coaches sign the game card.   This is so referees will have their own game card to turn in with their pay sheet.

»Player Passes are MANDATORY for all class III and U16-U19 class IV players.

» If you want more games, check out the game schedule on this web site and then call or email either the coordinator or scheduler with your requested additional games. It is a good idea to include the game time, date, field, and game number when doing this to avoid any conflict in scheduling.

UNDER 8 BOYS AND GIRLS

All games will comply with FIFA rules except for those changes stated here.

RULE VARIATIONS:

· DURATION: Two 20 minute halves with a 5 minute half-time.

· The ball is a #3 size

· Offside is only called when a player from the attacking team is planted on the defensive end of the field waiting for the ball, thus being GROSSLY OFFSIDE.

· On an illegal throw in, the player is instructed one time on the proper way and is given one more try.

· Goalies are not given a time limit as long as the goalie is trying to put the ball back into play quickly, give them some instruction if needed.

· Goalies cannot score on themselves.

· There is absolutely no slide tackling.

· There are no direct kicks, ALL KICKS ARE INDIRECT ONLY.

· Either team can make a substitution on any stoppage of play.

· There are (7) seven players for each team on the field at a time. A team needs a minimum of (5) five players to start a game.

· Each player must play at least ½ of each game.

· You are more of a coach rather than a referee, HAVE FUN with this age group.

UNDER 10 BOYS AND GIRLS

All games will comply with FIFA rules except for those changes stated here.

RULE VARIATIONS:

· Duration: Two 25 minute halves, with a 5 minute half time.

· The ball is a # 4 size

· Offside is called according to FIFA rules

· On an illegal throw-in, the ball is given to the opposing team, no warnings.

· There are no direct kicks, ALL KICKS ARE INDIRECT ONLY. Except in class III games, unless both teams are from SRYSL, discuss with the coaches.

· There are (8) eight players for each team on the field at a time. A team needs a minimum of (6) players to start a game.

· Each player in CLASS 4 (C) must play at least ½ of each game.

· Each player in CLASS 3 (B) must play at least 1/3 of each game.

UNDER 12 - 19 BOYS AND GIRLS

All games will comply with FIFA rules except for Those changes stated here.

RULE VARIATIONS:

· DURATION: All with a 5 minute half-time

Under 12 _ two 30 minute halves Under 14 _ two 35 minute halves

Under 16 _ two 40 minute halves Under 19 _ two 45 minute halves

· Ball Size: Under 12's use a # 4, under 14's up use a #5

· There are (11) eleven players for each team on the field at a time. A minimum of (7) seven players are needed to start a game.

.Player Passes are MANDATORY for all U16 & U19 Class IV players

SPECIAL RULES FOR UNDER 19 COEDules for under

· For Under 19 Coed - Minimum number of players to start:  7, of which 5 could be men.

· For Under 19 Coed - Maximum number of players:  11, of which no more than 5 players plus the goalie may be men (for substitutions, a man cannot take a woman's spot but a woman can take a man's spot - e.g., 8 women and 2 men field players with a male goalie).

· For Under 19 Coed - Direct kicks are to be taken by women only.

· For Under 19 Coed- Goals made by a woman count 2 points, men 1 point.

· Slide tackles are not allowed and shall be treated as major fouls resulting in direct free kicks (please remember that if an opposing player is not close enough to be endangered by a sliding player, it is technically not a tackle). 

1.   A female goal scored from the field is 2 points.  A penalty kick or direct kick are both taken by females.  They are worth 2 points if the player who was fouled was female.  If the player that was fouled was male it is worth one point.  It doesn't matter whether a male or female commits the foul.  The issue is who was the foul committed against.  Referees have been advised to note all scoring with player number and gender on the game card so confirmation can be made at a later date if necessary.

2.  If a goal is made by a woman in her own goal box (one that counts for the opposing team or an own goal), it counts for 2 points.  Of course, this is a very rare occurrence.

Miscellaneous Information

 

¨ Have coaches station themselves and their teams on opposite sides of the field. Home team has the choice of sides.

¨ If two NorthWest Oaks teams are playing, home team has to wear teal, visitors wear white.

¨ Enforce coaches to "Coach" within the 10 yard coaching area.

¨ Keep coaches and spectators away from the sidelines, so they do not interfere with the assistant referee's.

¨ Alcohol and tobacco are prohibited on all fields used by SRYSL.

¨ Players wearing orthopedic casts, air-splints, or metal splints will not be eligable to play in any game. Removing these devices to allow play is not recommended.

¨ Make sure both teams pick up all the trash and leave the field in an acceptable condition.

¨ If a red card is given in a game, you must contact Richard or Nick immediately. A send off report (available on this web site) must be filled out and either sent to Richard Vives, 1623 Woodhue Ave, Santa Rosa, Ca 95403, 576-0264, or Nick Mobley, 3669 Hemlock Street, Santa Rosa, Ca 95403, 545-2040) within 24 hours of the issuance.

¨ If you think there is a possibility of a rainout, either call the instant information line at KZST (528-2424 extersion 112, then press 33, this will bypass several questions) or check this website on the weather page.

¨ Arrive at least 15 - 20 minutes before the scheduled time of your first game. This way you will have enough time to check the field, the nets, and the players properly.

¨ Start your game on time. If a game must start late, inform the coaches and players that you may have to subtract time from the game. If you do, subtract the same amount of time from each half.

¨ If you are scheduled for a Class III (B) game, it is very important that you make this game. There is a new Class III rule in place in that if there is not enough liscensed referees on the field, then the home team is charged with a forfeit. The proper number of referee's needed for these games are: U10 & U12 - 1, U14 - 2, U15 - U19 - 3.

¨ If you have a problem with either a coach or a parent of a player, contact Nick or Richard as soon as you can. You are providing a valuable service to the league and the teams, and there is no reason why you should have to be offended while doing this service.

Please try to keep scheduling changes to a minimum. If a conflict arises contact either Richard or Nick at the earliest so they have enough time to schedule a replacement. If you feel that you need any assistance to better your game, please let Nick or Richard know and they will partner you up with a veteran referee, or what ever else is necessary.

Place your mouse over the field name and click on it, a window in mapquest will open up showing you the location of the field.

For Reibli - the lock box on the fence to the right of the gate has the key to unlock the gate inside it. The combination is "N W O". Turn the dial 3 times to the right (clockwise) to "N", now turn it 2 times to the left (counter clockwise) to the "W", now turn it to the right (clockwise) to the "O". Press down on the thumb latch and remove the face cover. The key is on the back of the inside face cover. Unlock the gate and swing it fully open. If you are the last game of the day, be sure to lock the gate behind you and return the key to the lock box, spinning the dial to relock the box.
